The Peter Lougheed Fellowship in Canadian Studies

The Peter Lougheed Fellowship in Canadian Studies

Peter Lougheed Graduate Fellowship in Canadian Studies - In Memorium

pIt is with great sadness that we announce the passing of Canadian leader and philanthropist Peter Lougheed, on September 13, 2012. "Canada lost a truly great man,” Canadian Prime Minister Stephen Harper said in a statement, "Peter Lougheed was quite simply one of the most remarkable Canadians of his generation.” Peter Lougheed was born in Calgary to Edgar and Edna Lougheed of Halifax, Nova Scotia. It was his wife, Jeanne Rogers, from whom he learned to appreciate the world of music, ballet, opera and theater, and through his grandparents Lady Isabella and Sir James Lougheed that Peter inherited his pioneer spirit and strong sense of community service.

The magnitude of his contributions and accomplishments in the fields of law and politics did not prevent Peter Lougheed from undertaking his many important charitable interests which included health, culture, public spaces and education. Among these, the "Peter Lougheed Fellowship at the Hebrew University of Jerusalem" was established to enable an annual fellowship grant (or grants) to be awarded to excelling Hebrew University research students or post-doctoral scholars to travel to Canada for a period of six to ten months to further their study and research in Canadian Studies.

The establishment of the Peter Lougheed Fellowship in Canadian Studies covered a major existing lacuna and is of great importance in ensuring the future of Canadian Studies in Israel through the encouragement and support for young and promising scholars.

Each recipient of the grant is selected by the Academic Committee of the Halbert Centre for Canadian Studies on the basis of the academic excellence of the candidates and the relevance of their work for Canadian Studies. Since its establishment, there have been a total of 30 Peter Lougheed Fellows.

We thank Peter Lougheed for his generosity and his invaluable contributions to advancing Canadian Studies, bolstering the research of young scholars, and deepening the ties between Israel and Canada through higher education.

The James R. Bullock Visiting Chair

Bullock Chair

The James R. Bullock Visiting Chair in Canadian Studies was established in 1995 in honour of Mr. James R. Bullock. The chair is a revolving one and aims to invite prominent Canadian authors, scientists, scholars, and policy makers in order to enhance the field of Canadian Studies at the Hebrew University of Jerusalem and in Israel. The individuals asked to hold the Bullock Chair are selected on the basis of excellence in their respective areas of specialization and their ability to strengthen and deepen the relationship between Canada and Israel.

The Bullock Chair appointment carries with it airfare to Israel, accommodations for a period of 1-3 weeks while visiting at the Hebrew University, and an honorarium of C$2,500. The holder of the Bullock Chair shares her or his knowledge and experience with colleagues in the academic and professional communities. This is achieved through teaching seminars and delivering a major lecture to a general audience on a topic which will have a meaningful public impact.

The institution that selects from among the candidates, is the Canadian Advisory Committee at the Halbert Centre.

Bullock Chair Recipients

  • The 1999-2000 Bullock Chair was awarded to Madam Justice Rosalie Abella of the Court of Appeal of Ontario. Justice Abella visited Israel between November 24th and December 4th, 1999. During her stay gave four talks before different groups of Israeli judges (Haifa District Court, Haifa Magistrates Court, Jerusalem Magistrates Court and Jerusalem Labour Court) and shared with them her views on "Recent Developments in Canadian Constitutional Law." On December 1st 1999, Justice Rosalie Abella delivered the James R. Bullock Annual Lecture in Canadian Studies entitled: "Equality: Human Rights for Women."

  • The 2000-2001 Bullock Chair was Awarded to Michael Smith and Margaret Atwood. Unfortunately, Mr. Smith has died before actualization and Margaret Atwood declined the proposal.

  • The 2002-2003 Bullock Chair was awarded to Mr. Bob Rae, former Premier of Ontario. Mr. Rae visited Israel in December 4-10, 2003During his visit, Mr. Rae had the opportunity to meet with members of the Hebrew University faculty and to consult on topics of mutual interest. Mr. Rae's visit also included a two-day tour to northern Israel and meetings with Ambassador Sinclair and with Mr. Nathan Sharansky,
  • Minister for Jerusalem Affairs and Relations with the Diaspora. On April 10, 2003, Mr. Rae's delivered the James R. Bullock Annual Lecture in Canadian Studies entitled: "What Does the Canadian Federal Experience Tell Us about Politics?"
  • The 2006 Bullock Chair was awarded to Prof. Janice Stein.
  • The 2007 Bullock Chair was awarded to Prof. Frank Iacobucci.
  • The 2009-2010 Bullock Chair was awarded to Prof. John Anderson Fraser, an award-winning Canadian journalist, author, and Master or chief administrative officer of Massey College, a self-governing interdisciplinary graduate college affiliated with the University of Toronto. He is a committed Anglican and has served as both a Sunday school teacher and as rector's warden at his church, St. Clement's-Eglinton in Toronto. Prof. Fraser visited Israel during May 9-22, 2009. On May 18, 2009, Prof. Fraser delivered the James R. Bullock Annual Lecture in Canadian Studies entitled: "When in Doubt, Attack Israel: Political Correctness on the Campus".
  • The 2011-2012 Bullock Chair was awarded to Mr. Jospeh Facal, Associate Professor, Department of  Management, HEC Montreal, Author, Journalist and Politician. Dr. Facal visited Israel during April 14-29, 2012. Dr. Facal has long been interested, he says, "in the relationship between social cohesion, national identity and individual rights, which of course include freedom of religion.” Both Canadian multiculturalism (in particular issues around French-speaking Québec) and Israeli society raise interesting questions in these regards, he notes. On April 23, 2012, Dr. Facal delivered the James R. Bullock Annual Lecture in Canadian Studies entitled: "Multiculturalism and National Identities: A Predictable Failure?"
  • The 2014 Bullock Chair was awarded to Dr. Alain Beaudet, MD, PhD, the president of the Canadian Institutes of Health Research (CIHR). He headed the Montreal Neurological Institute's functional neuroanatomical laboratory, where he pursued basic research into the action mechanisms and role of neuropeptides in the central nervous system, the control of intracellular receptor trafficking and its involvement in neuron signalling and new pain therapies. In 2011, he became a Knight of the National Order of Quebec, the highest honour awarded by the government of Quebec. Dr. Beaudet visited Israel during March 23-29, 2014. On March 26, 2014, Dr. Beaudet delivered the James R. Bullock Annual Lecture in Canadian Studies entitled "Health research for the 21st century: opportunities and challenges".
  • The 2015 Bullock Chair was awarded to Prof. Stephen Toope, currently the Director of the University of Toronto Munk School of Global Affairs.A noted scholar of international law, Prof Toope represented North America and Western Europe from 2002–2007 on the UN Working Group on Enforced or Involuntary Disappearances. Workshops

Joint Israel-Canadian Research Workshops

In May 2011, the Halbert Centre initiated a joint research workshop series with Israeli and Canadian researchers. The workshops, held at the Hebrew University, aim to strengthen academic ties between Hebrew U researchers and their colleagues at Canadian universities; to promote the exchange and development of ideas and knowledge with Israeli and Canadian content; and to remain at the forefront of the latest developments in academia.

Guidelines and Application

The Halbert Centre for Canadian Studies is pleased to invite faculty members in the regular academic track to submit proposals for the organization of research workshops with participation of Israeli and Canadian researchers, to be held at the Hebrew University. In addition, requests for follow-up workshops in Israel or Canada will be considered by the Halbert Centre if appropriately justified. The goals of the workshops are: to strengthen academic ties between researchers from the Hebrew University in Social Sciences, Humanities, Law, and Social Work, and cohorts from universities throughout Canada; to promote the exchange and development of ideas and knowledge with Israeli and Canadian content; and to keep abreast of latest developments in the fields related to the themes of the workshops. The Israeli-Canadian workshops will focus on a specific theme for a period of between 3-4 days.

While participation in the workshops is not to be limited to Hebrew University and Canadian researchers, the composition of the group should reflect significant cooperation between these groups: the workshops must be led by Hebrew University and Canadian faculty members, and there should be a major presence of researchers from The Hebrew University and Canada. The Halbert Centre encourages the participation of doctoral students in the workshops.

The emphasis of the workshops will be the work of relatively small groups who will focus on a common, clearly defined theme at the forefront of a research field and which promotes creative and original thinking. Criteria for evaluation include academic excellence of the participants, innovation, interest, relevance to Israeli and Canadian content, contribution to the development of knowledge, and the feasibility of implementation.

The allotted sum for a workshop will be up to $12,000 CD, and will be budgeted for travel and accommodation of Canadian researchers and for other expenses directly related to the preparation of the workshop. The Halbert Centre encourages workshop participants to hold an open meeting at the end of the workshop, where the central issues, results, etc. are to be presented.

Utilization of the grant is valid for a period of 12 months, beginning in October 2021. The budget will be managed by the Halbert Centre, according to the budgetary details stated in the grant proposal.

The Centre will consider the possibility of holding a conference/s at the Hebrew University in the future for the presentation of the results of the workshops.

Faculty members interested in applying for a joint Israeli-Canadian research workshop are invited to send their proposals to the Halbert Centre’s Academic Committee.

The proposal (in Hebrew or English) should include the following:

  • Title

  • Abstract (up to half a page)

  • Subject of the workshop with academic justification (up to four pages)

  • List of workshop participants (please include CVs, of up to two pages per participant)

  • Letters of confirmation from all proposed Canadian and Israeli participants

  • Specification of estimated costs. The proposed budget (if approved) will form the framework for the workshop's budgetary activity. If deemed necessary, changes in the budget’s items may become possible following a justified request submitted to the Halbert Centre's academic committee and approved by it.

  • Proposed dates for the workshop

Any publication or activity resulting from the workshop must include explicit mention of The Halbert Centre for Canadian Studies. The workshop leaders will also be required to present a summary at the end of the workshop, which will be distributed to the members of the Academic Committee at HUJI and the Advisory Committee in Canada.

The final date for submission is February 28, 2021. Answers will be provided by the end of March 2021.

Proposals should be sent by e-mail to: mscanada@mail.huji.ac.il

*Final approval of the workshops subject to financial confirmation from the Hebrew University.

Visiting Professors

Visiting Professors Program at the Halbert Centre for Canadian Studies

The Halbert Centre sponsors visiting professors to the Hebrew University of Jerusalem for a short-term visit of 1-4 weeks. During their stay in Jerusalem some of the visiting Canadian scholars give a departmental and/or a public lecture, meet with Israeli and other colleagues, engage in research, and some teach a course.

The call for candidates from Canadian universities draws a large and varied cross-section of academics. Their motivation to spend time in Israel is drawn from their desire to learn from the situation in Israel, to experience the place, and some even return to Israel again and again to discover Israel for extended periods of time.

The Academic Committees in Jerusalem and in Canada while assessing the candidates' academic merit and teaching experience take into account the needs of the various academic departments at the Hebrew University. The committees have tried to ensure that every department will benefit from the visit and teaching.

Thirty-five long-term visitors were at the Hebrew University of Jerusalem between 1978/79 and 1996/97 with the exception of 1990/91 (the year of the Gulf War). All but two were from Canada itself. The Canadians represented fourteen different universities from across the country from Memorial University in the east to the University of British Columbia in the west. As expected, the majority (twenty of thirty-three) were from Central Canada (southern Ontario and southern Quebec). This spatial distribution facilitated the development of a wider range of connections. These visiting scholars were affiliated with seventeen different departments from the faculties of Humanities and Social Sciences, and the Schools of Law and Social Work. Twenty-eight short-term visiting professors were invited by the Halbert Centre to speak and conduct research in Jerusalem. During their one- to four-week stays, they usually address an Israeli audience and meet with their local counterparts.

*Applications for the Visiting Professors programme must be submitted by the chair of the hosting department at the Hebrew University. Utilization of the grant is valid for a period of 12 months, beginning in October of the following year. The budget will be managed by the Halbert Center, according to the budgetary details stated  in the grant proposal.

The application must be submitted by the chair of the hosting department at the Hebrew University. The hosting department is requested to submit a plan reflecting the nature and scope of the visit, as well as the applicant's CV and a short bio. The Halbert Centre will reimburse the visiting professor a total of up to 3,000 Canadian Dollars for the cost of airfare to Israel and housing fees. Any changes in the commitments made by the hosting department and/or the visiting professor will necessitate another review of the request by the Academic Committee and may affect the scope of the support offered.
